It will also allow dangerous touch voltage (objectionable current) at any location one can touch metal involved while also grounded, i.e. main disconnect. The amount will be determined by the earth conductivity and neutral unused voltage. PG&E allows PVC SCH 40 without concrete encasement, see PG&E Engineering Document 063928.

If metal is used, he could leave out the jumper in the main gear, but like i said before, it's hard for inspectors to agree with that. They all want the jumper in at the first ocpd.
