Can someone please help me better interpret this. Does it mean if you run a delta 3 wire service grounded or not, is a neutral required at service?

As stated, it references a grounded service and requires the grounded conductor to be brought to the service disconnect,
The most common application that I know of would be where the premises does not have a neutral load but the utility installs a transformer with a ground point. In that situation, you are required to being the grounded conductor to the service disconnect even iif it simply stop there and is bonded.

A delta 3 wire service would never have a neutral, it may have a grounded conductor, but not a neutral.
