Use it with a fixture that has a canopy that is marked with the volume.

Pan boxes have there place, also as far as box fill goes if a light fixture has a domed canopy that volume can be added to your box fill volume. Read it someplace.

Never had one failed by an inspector but we have moved on to the plastic fan boxes that are designed to fit on the face of and along the side of a 2x.. Very similar to the shallow pan but they have a half moon extension that extends back for added cu in.
Most likely an Arlington product. They are the most innovative.
