Looks like you have an inspector there that either does not understand 680 or simply does not care. So now seems we can use white PVC. Hope your taking plenty of pictures and documenting every conversation. My guess is he will sign off on a gutter to connect all this. You might end up with issues in the end. I would try to get the chief electrical inspector out there 911. They allready have some serious issues that are bit late to fix.
Not sure about electrical lines but would think they would want a manifold on them as well. Thats a lot of untested pvc that just might have leaks.
