Sure you can use that material as can anyone else who wishes to.
I would suggest that any serious student of the NEC should start his or her own collection of the the ROPs and ROCs. The last two sets are online here. They are also available free in paper copies when they are published, and the last few code cycles they have been on CDs too. I like the hard copies for research like I did for this thread, but the electronic copies are nice too, because you can cut and paste.
