Typically yes.

The only instance I can think of offhand to the contrary is emergency lighting that... for example, a switched ungrounded conductor for normal control, an unswitched for emergency control and battery charging, and a neutral.

The example you refer to does not indicate how the lighting load wiring is connected to the system.
