408.36(A) Snap Switches Rated at 30 Amperes or Less. Panelboards equipped with snap switches rated at 30 amperes or less shall have overcurrent protection of 200 amperes or less.

There are older fuse panels that have integral 30 amp snap switches in series with the fuse to allow you to disconnect the fuse holder so that you can install the fuse without a load on it.

oh, ive never seen one of those panels before....thats where my confusion came from....so on a main lug panel(used as service equipment) i can have any size breakers that i want with no main protection?

Yes, as long as they don't exceed the rating of the panel and no more than six
