For extra points can I supply a straight 240 appliance like a water heater with single pole breakers?

I would say "no", 240.20(B) requires the breaker to open all conductors of the circuit. But I get the impression there's a trap here I just meandered into.

But I don't mind. :D

Yes that is true until you get to 240.20(B)(2).

In some cases two single pole breakers with handle ties can supply a line line load.

240.20(B)(2) Grounded Single-Phase and 3-wire dc Circuits. In grounded systems, individual single-pole circuit breakers with approved handle ties shall be permitted as the protection for each ungrounded conductor for line-to-line connected loads for single-phase circuits or 3-wire, direct-current circuits.
