Since you asked (2017):

Branch Circuit. The circuit conductors between the final overcurrent device protecting the circuit and the outlet(s).

Outlet. A point on the wiring system at which current is taken to supply utilization equipment.

Premises Wiring (System). Interior and exterior wiring, including power, lighting, control, and signal circuit wiring together with all their associated hardware, fittings, and wiring devices, both permanently and temporarily installed. This includes (a) wiring from the service point or power source to the outlets or (b) wiring from and including the power source to the outlets where there is no service point. Such wiring does not include wiring internal to appliances, luminaires, motors, controllers, motor control centers, and similar equipment.

Yes, as long as a motor starter is "similar" to a "motor, controller or motor control center," then it's not part of the premises wiring system, so it can't be part of the branch circuit. Which would mean swapping it out does not involve modifying the branch circuit. Just don't cut or extend the line side or load side conductors connected to the motor starter. : - )

Funnier that if you remove the motor it does not function either, but the motor is not part of the branch circuit. :)

Yep, or the splices in a box near middle of the run, or the local disconnect within sight of the motor....
