Can a home with a 200amp service, install a 200 amp service rated ATS yet only have a 100amp generator for the optional standby power?

What if the calculated load on the house is under 100amps?
Does 702.5b2a allow this?

Yes, that is what it means and yes you can.

No.
702.5(B)(2)(a) full load. The standby source shall be capable of supplying
the full load that is transferd by the automatic transfer equipment.
 
also note the requirement only applies to an AUTOMATIC T.S.

Since the OP referred to 702.5 (B) (2) (a) I would assume he was talking about an ATS

but if the full load to be transfered is undr 100amp then it should b OK

But the real question is what is the KW rating of the gen? The reason being is a 20KW gen. will have a 100amp OCPD but the gen is rated at 83 amp.
