I believe I would have much company in the forum when I say I am not familiar with that document, so an explanation would be appreciated, if you are so inclined.

Edit to add: When questions are posted regarding grounding, I attempt to give more specific information than "Check the NEC," or "Look at Article 250" when there is a specific section that clarifies the concept or rule in question. It would be beneficial if you could post some material from that document to clarify your point, as I imagine many do not have access to it.

Apply 120 volts to what??? I hope you aren't suggesting that someone connect a hot wire to the ground rod to see how much current flows!! That sounds dangerous!!
And providing that both of those test instruments have an up to date certificate of calibration and the inspector witnesses the test he/she might accept that technique but it is a lot safer for them to have a certified testing company's report to stick in the file.
