AFCI Breaker or Receptacles

Hello I am currently finishing my basement. I have finished the rough in portion of inspection. The inspector said I need to use AFCI receptacles on all the outlets in the basement? I believe in the CEC it does state that I do have to use AFCI protection however can I just install AFCI breakers instead? I believe it would be cheaper than installing AFCI receptacles everywhere?
