We have a CT cabinet that feeds a 400 amp ATS and the ATS feeds a manual transfer switch. The manual switch then feeds the 200 amp panels. Question is where do the ground and neutrals bond together? Typically it the first panel after the meter but in this case, the CT cabinet doesn't have a breaker neither does the ATS. As of now the ground are separated in the ATS and at the MTS. Originally the CT cabinet fed the MTS and a ATS was added and then it fed the MTS. The MTS was left so if the generator had an issue, the MTS could be operated. It's at a diary and that's the main reason the MTS was left in place. Just not sure where the neutrals and ground need to be bonded together.
 
I guess to be code compliant it would need a main disconnect after the CT cabinet and before the ATS?
Yes. 230.82 lists items allowed on the supply side of a service disconnect and non-service rated transfer switches are not included in that list.
 
Is the MTS fused?
It doesn't sound like this install has ever been compliant. Unless those panels have main breakers and are immediately Adjacent thereto.
That's the Way it sounds to me anyway.

Yes the MTS is fused and the panels have main breakers in them.

Ok. That install was compliant.
If that ATS is adjacent to the fused MTS it may be compliant but I defer to others on that call since it is not rated as service equipment.
