IMO this puts 430 off limits for most outdoor condenser compressor unit conductors.

I don't believe you are reading this correctly. Read 440.1, 440.3(A) and 440.3(B) together. 440.1 says that the section applies to A/C&R equipment and branch circuits with special considerations for circuits supplying hermetic refrigerant compressor motors.

440.3(A) says that Article 430 shall also apply to this equipment except as amended in Art 440. We know that the branch circuit protection requirements are amended in 440.

440.3(B) says that for A/C&R equipment that does NOT include a hermetic refrigerant compressor motor, then Art. 440 does not apply at all, instead use 422, 424 or 430 as applicable.

So A/C&R equipment would either use 440 for branch circuits and 430 for feeders (per 440.3(A)) or would use 422, 424 of 430 for branch circuits and 430 for feeders depending on whether it had a hermetic refrigerant compressor motor.

Both 440.3(A) and 440.3(B) say that 430 SHALL apply to A/C&R equipment but you are reading it as saying 430 shall not apply:?
