Is there an exception that allows the wire feeding the service main to pass through another panel without being fused?
Heres the situation: The meter is on the left, then the main panel to the right of the meter, then a sub panel, then the service main. The wire starts at the load side of the meter, then passes through the main and sub panel into the service disconnect and from the service disconnect back to feed the main panel.

What a nightmare! Why wasn't the service disconnect installed nearest to the meter enclosure? Is it possible to install a main disconnect (breaker) in the first panel to avoid this problem? Is it a service rated? (230.7)

The sub panel and service main were actually installed years after the main panel was installed. Your idea about installing a main breaker in the main panel sounded good and would solve all my problems but I do not believe the panel will take it. However, I am not 100% sure about that so I will check into it further tommorow. I am still looking for that exception if anyone knows of such.
