On the delta secondary I see no mid-point taps, what point is grounded?

Is it currently intentionally grounded? I cannot see that from the picture.

On the delta, there should be no way for each phase leg to have an equal voltage to ground, as there is no way to have a true neutral, if this is a normal isolation transformer, which it is according to the diagram.

Looking at the picture again, I see a black wire that seems to leave the load-side grounding terminal and simply lay on the base of the enclosure. Do you think that this was the system bonding jumper at one time?

That black wire went to the building steel. I cut it to disconnect it.
