Customer called with an issue involving a few ckts. I took a reading at the panel and had intermittent voltage from 100 be on b phase to 140 on a phase

Looks like SE cable - take a look at the other end of the cable - I'd bet there isn't sufficient enough drip loop or "gooseneck" and water is entering that end and running down inside the cable and ending up on terminations. Could even have compromised jacket along the cable - you should have fixed or replaced this or it will happen again, though it may take another 20-50 years before it fails again.It looked like it was getting wet
