Bad neutral maybe?

Customer called with an issue involving a few ckts. I took a reading at the panel and had intermittent voltage from 100 be on b phase to 140 on a phase
Maybe this was the problem?

Was that the meter base for shore power for the Titanic?

For the sake of others finding this topic in the future, perhaps a mod can change "nutreal" to "neutral".
 
Sorry.. but that was the issue. Changed out meter pan and all was well again

Looks like SE cable - take a look at the other end of the cable - I'd bet there isn't sufficient enough drip loop or "gooseneck" and water is entering that end and running down inside the cable and ending up on terminations. Could even have compromised jacket along the cable - you should have fixed or replaced this or it will happen again, though it may take another 20-50 years before it fails again.
 
There used to be a separate meter for the hot water heater that's not in use any more

Some POCOs provided a lower rate per kWh for water heating. Others ran the lower element of water heater off the combination of separate meter and off-peak time clock.
