Sir: I can see your reasoning. However, water running through a plastic pipe can generate some very high static potentials. Could it be, that this is the reason for the bonding?

Have you experienced a static shock from a jacuzzi tub? I didn't think that was very possible, since the pump connected to the water and the plumbing is connected to an EGC, connected to earth.
