Best way to bond pool ladder

My curiosity killed me. I don't anything with above grounds but, I checked my supplier on above ground kits and standard/stock liners. The liners come 48" and 52" depths.
I will have to assume this pool is either one.

I have to wire it Tuesday still not sure what I am going to do. From my take on the code it doesn’t need to be bonded but I have a feeling the inspector is going to say otherwise

The steps are plastic. The couplings between the handrails are plastic.

There is no theoretical reason this should be bonded. You won’t be standing on the ground touching a handrail that’s in the water, and vice verse.
