No, the conductors between the meter and the first overcurrent protective device are service conductors. The first panel is the service panel and anything taken from that panel to another panel should be 4 wire
Along with Dennis's post, you will still have to install a Main Bonding Jumper in the service equipment whether it is a Main Breaker Panel or Disconnect.

That's what it sounds like to me. The service disconnect is at the meter.

A meter in the OP's scenario is not part of the service equipment.Meter and panel[Service] is the first point of disconnect.
