Bonding jumper to water pipe- where?

Sorry, I should have said it better, I mentioned the subpanel because in there you have to have the grounding and grounded conductors separate, which I thought you have to do the same in the service panel for this situation. Now I know.

The water pipe or other electrodes can go to any of the places you mentioned. They all don't have to go to the same location. So, in your case, the water pipe bond can go to the interior service panel and the rod electrode to the meter.

Make sure the power company will allow the grounding electrode conductor in the meter. I hear that some utilities will not allow it
And there are some POCO that want a ground rod connected to the meter base - even if you already have satisfied NEC with a GES connected at the service disconnect location.
