Bonding neutral and ground at service end box in NYC

I wanted to say that, but it's actually not in the definition (unless it's changed after the 2017). The definition says "....at the service", and the definition of "service" isn't restrictive to just the service disconnect, as I read it.
Okay it's not in the definition, but it *is* in 250.24(B).

I can't think of a time where Con-Ed sealed their service end box.
I am talking about a Con ED service end box in a typical NYC basement, these boxes are installed before the meter to separate the service lateral from the service entrance conductors, are we talking about the same box? They are required to be sealed, because they are before the meter.

I'm talking about EO-9072-B or EO-9073-B boxes

Yeah I would be surprised if Con ed didn't seal the end box, unless there was metering before it.
