Can u use a NEMA 4x J Box 4"x4"x4" for 4/c # 4 awg + 2/c # 14 AWG? (Its for a 120v lighting circuit with a distance of 1150' long)

Its a straight pull.. am trying to eliminate the vault next to the pole the is no need for it and I want to install a 4x4x4 inside the pole for the connection.

No.

Not sure why you want a box if you are terminating in the pole but, that said, a straight thru pull requires a box 8 X the conduit size for conductors #4 and larger so you smallest box would be 8" assuming a 1" conduit

Yes. Not only is it legal it is normal.

What about the open holes on the pole do they need to be seal? I know that was not right there is no need for a vault next to the pole just to have a JB in there.
