IMO what you've done complies with this. Removing the K&T certainly does not make it less compliant.

I read it the other way-- "Alterations... such that the... structure is not less complying..." sounds like they're saying you touch it, you bring it up to current code. Don't know why people insist on obfuscation!

California, like some jurisdictions, only adopts the "building" portion of the IRC, but that includes R105.2.

Found where the state publishes all its adopted code of regulations, which also includes R105.2
