Really can't do much of any interior electrical work until after structural steel is complete correct? Or starting on floors above then you can work on floors below? It's a 3 story building.

A lot also depends on what your AHJ allows and the wiring methods. In much of my area, you can't run MC, Romex or pull wire in conduit until the building (or the floor) is "dried in".
 
Wouldn't the answer depend on the work rules for the General Contractor on the project?
Safety doesn't allow you to be working below someone. For example, you cant work on the floor if someone is working on the ceiling. Some GC's may try and push you to work below another trade but ultimately you are responsible for the safety of you and your workers.

My comments are in reference to post #3 and not post #1.
However the GC will set rules as to working on floors below where steel is being set. Often, on a building of only 3 stories, the GC will not permit any work on any floor while steel is being set.
