C-L Dimmer

I would like to know if I can put 12 CFL bulbs on 1 C-L Dimmer.

It states that it will only go to CFL 150 Watt. An than it states that you can put 600 watts of incandescent/halogen can some explain this why you can put 600 watts of incandescent/halogen and not CFL or LED only a 150 watts of them?

CFL usually have self ballasting built in so that changes things for the dimmer.
