Can someone decipher this Label

Where is the concern. Seems pretty straightforward other than the MCA seems high compared to rated currents
 
For one there is max fuse and max breaker which are very different. Why? The entire label is bizarre to me.

I’ll have to look up the exact section in article 430, but max fuse size for motors is quite a bit larger than max breaker size, depending on the type of fuse.
 
Specs and installation instructions for that unit indicate the MOCP is 65 amps - fuses or circuit breaker.

I think it's just a typo on the label.

Or I'm wondering if the 35 amp breaker is supplemental OCP provided inside the unit, either for the inverter only, of maybe for the cooling/heating only.

Either way, I would follow the spec & installation instructions that call for a max. 65 A breaker or fuse.
 
I agree. Probably an error on the labeling. I have never seen an MCA that exceeds the MOPD.
