The gec/bonding jumper connected to a rod or plate will very likely labd in the meter enclosure , but allot of times that rod will be the suplemtal electrode required for the metal underground water pipe electrode , most times in a dwelling it’s in the basement so if that’s where the service disconnect enclosure is located it only makes sense to connect the gec to the grounded service conductor there
