Code violation

We want to run some conduit close enough to a pole base of a sign about 1.5'. We cant get any closer due to the fact that the foundation of sign wont let us get any closer. We want to install an LB above grade coming out of ground/concrete with rigid conduit from LB to sign laying flat on the ground.Does anyone see anything wrong with doing an installation this way?

I don't think anyone can give you a definitive answer here, this is definitely a 90.4 issue.

its subject to physical damage for sure with the LB. What if you bent a pair of 45 offsets, come off the top of the foundation and then dive down.
Cover the conduit with concrete on top of the foundation

not sure what you mean. SO if I install LB with facing up off the ground I could then off set to the ground ? I was also thinking about installing bell box and doing the same but flex over to sign. IM not trying to get away with anything just kinda of a weird set up.

Can you dig down enough to put a pair of elbows in the ground to get over the footing?

Maybe even roll the stub-up over and need only one elbow.

I use two 45's instead of a single 90 to pass over footings.

Thanks for your help dont leave me just yet...Let me paint a better picture. Im looking to have PVC conduit stub out of ground about 1-2' from sign. We would have liked to stubb out next to sign but the foundation for sign is level with cement/grade and we cant get up close to trench. I wanted to keep conduit level with grade because store owner is worried about trip hazard.SMH My original plan was to install bell box at end of conduit then flex over to sign.

If I'm seeing it correctly, you have an existing "slab" at grade level, so you need to emerge from the ground next to it, and then turn horizontally on top of it to the sign pole.

I would use rigid steel from the last elbow up to grade, hit a steel box or LB, and run rigid on the pad to the post. If desired, add enough more concrete to the pad to cover it.

You could probably use PVC if you can cover the exposed portions with concrete, as long as any covers are still accessible of course. Bring trough the pad is another option.
 
I ran into this issue with a sign contractor, poured the footing before i could put the PVC stub in it. I got heavy duty cast LB's and used IMC to stub into the sign.
