It doesn't matter if is bearing wall or not, but anyway non bearing wall typically have single top plate and bearing walls double plate. Non of the holes or notches doesn't exceed allowed percentage. For sure there is a code violation, fire blocking at lower ceiling was removed and it has to be fire blocked and penetration through it sealed. If is bearing wall they are missing H2.5 clips, and if isn't bearing wall, then it should have a gap between top plate and trusses to allow for deflection.

Are there any issues with running PVC inside a dwelling unit or commercial project for that matter if it's not a plenum issue?

Just seems odd every time I see PVC runs inside a building but may just be a personal problem for me. :)

General rule places not permitted it pretty much just places of assembly, and specific situations/conditions. Then there is specific situations not mentioned in 352.12 like the plenum issues or wiring to patient care locations, those are mentioned in articles that apply to those situations. There aren't too many I am aware of and the two I mentioned is all that come to mind right now.

The patient care one doesn't single out PVC but the description of required wiring methods would itself exclude PVC because it is not a wiring method that qualifies as an equipment grounding conductor.
