My friend is preparing for the above test. He said its based on 2020 NEC and I would like to ask if there are amendment he has to learn. Is electrical theory on the test?

The test is based on the NEC and tests your ability to navigate the code book. The more you know about the structure of the code and your familiarity with the most common sections the more time you have to look up the references for the more obscure questions.

The level of nec knowledge is pretty low here but after studying our other friend passed master test. He used

I'm licensed in Colorado but I was born in the state so I'm not sure what happens when you move here, but I'd wager you would need to get a journeyman's first either through reciprocity or taking the test. However, the only reason to get a masters in Colorado is if you want to be an electrical contractor and be able to pull permits.
