If this is one of the legally required clothes closets to make a bedroom a bedroom, it violates 240.24 (D).

equipment that is associated with the electrical installation and
is located above or below the electrical equipment shall be
permitted to extend not more than 150 mm (6 in.) beyond the
front of the electrical equipment.

My sledgehammer has a name, we call him Jeffrey so when we need a big hammer, something won't budge I just look at my helper I say go to the truck and get JeffreyAnd if it doesn't quite fit between the studs, you grab the sledgehammer out of the truck and put a two-by-four across the face of the enclosure and beat it in.

Not in this country or at least I have not seen them. Maybe a meditation room here and there but few and far betweenlots of homes used to have a prayer room...

Well if you have two closets, and you have the working space, I don't see a problem with putting your electrical panel into your "2nd floor electrical room".
After it's inspected, do whatever you want.
