If this is one of the legally required clothes closets to make a bedroom a bedroom, it violates 240.24 (D).

I don't see why that makes a difference. It is a clothes closet and panels are not allowed in there however, there are some who are of the mind if the door opens to cover it then it is okay. There are not many inspectors who will pass this, IMO

36" in front and 30".

(3) Height of Working Space. The work space shall be clear
and extend from the grade, floor, or platform to a height of
2.0 m (61∕2 ft) or the height of the equipment, whichever is
greater. Within the height requirements of this section, other
equipment that is associated with the electrical installation and
is located above or below the electrical equipment shall be
permitted to extend not more than 150 mm (6 in.) beyond the
front of the electrical equipment.

Ya hot or miss around here some know there stuff and most just make sure bonding/grounding is good and that's all they really care about it depends

Well if you have two closets, and you have the working space, I don't see a problem with putting your electrical panel into your "2nd floor electrical room".;)

After it's inspected, do whatever you want.

I want to know why you have a level on top of the panel? It fits between the studs, not much room to level, besides studs should be plumb.:)

And if it doesn't quite fit between the studs, you grab the sledgehammer out of the truck and put a two-by-four across the face of the enclosure and beat it in.
My sledgehammer has a name, we call him Jeffrey so when we need a big hammer, something won't budge I just look at my helper I say go to the truck and get Jeffrey

You can't do that.... The sledge has a name and it can't be undone. Percy is its proper name for Percy Sledge (When a man loves a women)

I would put a small altar in there when inspections time comes... with a kneeling spot... and on the plans put prayer room... lol... lots of homes used to have a prayer room...

I agree that I wouldn't call it a closet. An electrical room gets all the same things stored in it that a closet does but it's the thought that counts.
