How can I get an official interpellation of 250.66(B) as the sole means for grounding for a service over 3/0. From NFPA. This is a 400 amp service sized per 310.15(B)(6). New construction with no other means available per 250.50.
Single family dwelling. I need something official from NFPA.
 
Good luck with an official NFPA document. If the CEE is the only electrode present than that's the only one required. #4 CU is also the largest conductor required to a CEE. 250.66(B).

I agree with the others, a CEE can be a sole electrode and it only needs to be connected by a #4 conductor.

I would add one other thing, that if the footing didn't contain 1/2" or larger rebar no CEE would be required. Then you could just use 2 ground rods.
