Construction Light permanently used

I have an open walled structure, concrete slab, steel columns and roof. The owner wants to reuse 400 watt metal halide high bay work light. This fixture is identified as economical, efficient and cost effictive TEMPORARY lighting fixture for construction sites. My question is can this be used for permanent lighting? The manufacturers literature does not state if it is damp location rated which I think will be needed. If it is advertised as temp lighting, then installing it as permanent would not be used per listing.
 
I don't see a problem with it as long as it's wired in a code compliant manner. A construction light is nothing more than a high/low bay ballast kit and hanger without the reflector. That said, it's a very inefficient light source. A bare bulb with a cage around is not going to be a good as something with a reflector or other type of optics.
