May or may not be utility meters, but from what OP has said far left enclosed breaker is apparently the service disconnect. box to left of it is probably a pull/splice box. Many POCO wouldn't want such easy access to unmetered conductors, so very likely there is a utility meter ahead of all this somewhere.
 
There's still a lot of old meters in Brooklyn they didn't get around to changing them all yet

That's what I was wondering before. There's no chance these are poco meters. ConEd uses digital meters now, and those things are ancient.
There definitely Poco meters 1000s of them still around probably more!

In my house I have a smart meter but the problem is that majority of the citys utilities believe it or not is underground and when all of these houses were built in the 20s-40s the meters were put inside so the Poco has a hard time gaining access to swap them out, 100% of Manhattan is fed via under service duct and majority of the outer boroughs as well

Yet they manage to gain access to read them?

simple fix, if you are POCO keep giving them high estimated usage until they let you in to change the meter. May even be able to threaten disconnection if you can't get there for routine maintenance that is probably in any agreement that was signed when they first ordered service.
 
Alot of people are complaining of there bills going up after being switched to the smart meters

Smart meter or not I get somewhat frequent calls about high bills. Most the time they are using more than they realize. And if usage remains about same then that means rates went up.
