I agree it likely protrudes 6-10 inches in front of panels. I found reference to 2023 NEC 110.26(3) Height of working space. I was not able to find similar reference in the 1987 NEC. So you are correct and thanks for identifying. I believe it was legal when installed.

It is very convenient to have a shelf to hold spare breakers (under an inch of dust).

Did you have an opinion on correct way to handle abandoned wires?

As an old person, I remember when we used to stuff as many current carrying conductors as we could fit in a conduit. In Oakland Ca they didn't start enforcing this until the early 90's. It was code prior to that though.
