You would be required to join them by at least a breezeway. I believe it has to do with fire spreading.

Here is a link to a Google Maps image of a house near me, where the owner built the garage a few years ago. I heard that he was forced to add the breezeway to pass inspection because of the distance being less than ten feet.

You can not bond them together if less than 6'. I was thinking if the buildings are that close, run a GEC from garage panel to one of the ground rods. All you would have to do is protect it from damage.

You can, but they won't qualify as two separate rods.

Kind of stupid isn't it? but at same time you made it become one structure instead of two, technically anyway.
I've also seen situations where separate garage was built then they said per zoning rules it wasn't set back from street far enough, yet allowed a breezway to connect it to the existing house that was grandfathered from the newer zoning distance
