sounds like there is only a single occupancy, so 250.104(A)(2) can't be used, so (A)(1) must be, per (A).

The GEC shall be permitted to be connected together by sections of busbar, 250.64(c), running the water pipe GEC to the subpanel ground bar then connected to the Service Disconnect is legal. Personaly though I prefer all of my GECs, to be landed in the service disconnect in the same location as my bond. I also try to run my GEC in such a way that I end up with only one GEC conductor to land in the SD, you often don't have the lugspace to do it otherwise.

I am not sure I would call a ground bar a busbar. I don't see them as the same.

I agree, especially since he's comparing (2) ground bars with a wire in between them, to a bus bar mentioned in that article

I'll have to be a third on that. I would not accept the conductor as a "bussbar". The GEC would have to terminate in the service panel.
