Disconnect height for Heat Pumps

I thought the max height for disconnects are 6'7? We have some heat pumps at work that you need a pole to reach the disconnect to shut it down.

Per '08 Code:
I think exception 2 would be the most likely depending on the equipment location.
I doubt the switch he has would qualify as a "Switch-isolation" per NEC definition.
