770.93 also says you can insulate the metallic member instead of grounding it. In other words, lift the ground outside the house!
And as for the hum on the fiber, I read the post to mean there was a hum from the fiber's metallic member to local house ground, right? If so, I'd say that's normal when you tie any two earthed grounds together (in this case with a butt set).
OTOH, if the hum is on the analog output (POTS side) of the fiber, right in the ONT, that would be quite odd.
