Do two 100A-rated wires = 200A-rating?

Could I use a connector to connect (2) #3 CU THHN with (1) 3/0 CU THHN and then connect that 3/0 to a 200A panel? I have multiple 100 amp feeds coming into a J-box from a multi-position meter enclosure where only one meter is used and trying to combine from multiple 100 amp panels to one 200 amp panel.

No.

You are asking about 'parallel conductors', which are allowed by the NEC, but only in 1/0 or larger.

Please forgive me as I'm overstepping my original question. This is an old Murry meter enclosure - I have no other markings I can find on it. Anyone know whether the bottom lug (white wire) would accept a 3/0?

You can't do that but you could take two 1/0 aluminum wires in parallel instead of the number three copper and connect them to the 3/0 copper.
