Does an electrical room have to be fire rated?

Not a great design indeed! Another example of "the letter of the law" being not the best design. I certainly would not want to design one that way, however I have designs where the second exit from the electrical room goes through some closet or such. But I have always made sure the poor sucker in the electrical room can get out both ways, because that poor sucker might be ME!

So if an electrcal room has no transformers, it does not absolutely need a fire rating? Anybody disagree?

NEC 450.21 (A) has an exception for transformers that are class 155 insulation or better, and are "completely enclosed except for ventilation openings". I am dealing with a standard Square D Dry type transformer, class 220. These are always completely enclosed, no? This would lead me to believe that the fire rating is not absolutely required. Anyone agree?
