Can you be more specific? Do you mean installing a grounded (neutral) conductor twice its required size, or do you mean installing two neutral conductors?

The panel schedule states: Provide w/equipment and insulated isolated ground bus and a double neutral (sorry, I should have added that).

Sounds as though they are asking for a 200% neutral, this means the neutral bar will be set up with double barrel lugs or atleast a lug that will accept two conductors for the paralleled neutral.
The reason for this is the designers anticipation of additive harmonics on the neutral due to nonlinear loads.
