Can't find the reference regarding sleeving nm through a short sleeve into a panel. :confused:

I do it all the time on outside panels on nm, uf , and se to protect cables untill reach the crawl space. Ive never understood why its not allowed. It is allowed coming out the top of the box , what difference could that possibly make. They dont flag you for that here if you use insulating bushing on each end and spray foam the outer end of the nipple. What is the difference in that and a conduit going in the ground 18 " below an outside panel to protect an underground conductor where it leaves the ground. It is a short conduit open on outer end and entering the panel.

Could be that a sleeve is not connected to a box on either end.
