Dear mick,
Thank you for your great help that you are giving to the engineers all over the world.
I wish you to clear my inquaiary regarding the erthing system installation. Knowing that We are electrical consultant in Doha inspecting the installing of a substation 132/66/11 KV .concerning the connection of the earthing mesh around the S.S with the steel reinforcements of the building bases and columns the contractor suggests to connect the cooper earthing mesh around the building using a secondary galvanized steel bar strip welded to the main steel mesh reinforcing, after words connecting the copper earthing mesh to that bar using bimetal connection .this instead of direct connection between the copper mesh and the reinforcements by thermoweld inside the column or the base -before concreting- please advice whether such installation is accepted by code or thermoweld is the perfect or most preferable way for that connections.

Without dealing with any technical details, because it is outside of my field of expertise, i would think that there must be some engineering plans that detail what the contractor is supposed to do. If the contractor wants to do something else, he needs to request the engineer accept his change and amend the plans accordingly.
 
Most HV substations generally use the NESC, not the NEC. The NESC is not as restrictive as the NEC on grounding, which gives the engineer flexibility to achieve effective grounding. In your case, the professional engineer that stamped the grounding drawings should review the field changes in question. You may also look at your project specifications to see what code is being used on the HV substations (NESC or NEC). Good Luck.
