EC wants me (EG) to Ground my systems??

New commercial building... I asked an Electrical Contractor to install the grounding/block in an IT closet for my data rack and systems.
He said that would fall under my responsibility since I can tie into the building structure for grounding. Rather than go to the GC and tattle tale on him.
I'M trying to figure out is this a code thing? especially on a new construct...where can I get information that says I can or cant install grounding/bonding. Or even explain to him why it is his responsibility.

Yes, LV Contractor. I pulled my own permit separately.

It basically comes down to what's in the contract and who's responsible for what drawings. If this isn't part of the EC's scope of work then he shouldn't have to install it.

The SOW did not state neither he or I. The IT/data plan was an after thought. I guess I often wondered whether I had limitations on Installing grounding during a pre-power phase in a construct.
