EGC required to be put on neutral bar

Our local inspector required us to move green ground conductors to the neutral bar on a 400 amp ct metered service with back to back 200 amp Sq D panels.Is this necessary with the factory bonding screw installed in ea panel? (120/208 3ph service)

You can land the equipment grounds on the neutral bar when the bonding screw is installed if you wish, but you don't have to.

You cannot land the neutrals on the EGC buss.

Your inspector has it backwards.

What are the green ground conductors actually doing?
 
Branch circuit equipment grounds.

Then as Dave stated your inspector has it backwards. The neutral is bonded to the enclosure with the factory screw and the EGC's terminate on the enclosure. Code compliant.
