Assuming that the night lighting is on continuously, even when the other lighting is on in the area, then I would considere it to be part of the normal lighting. My understanding of the requirement you mention in 700.12(E) is so that a problem with the/a circuit normally supplying lighting in an area will not leave the area in darkness. Having the unit equipment tied to the night lighting circuit would seem to accomplish that purpose. I also believe that, if an area is supplied by a night lighting circuit and at least two other circuits, then the exception to 700.12(E) could be applied.
